About the Speaker:
Retired U.S Air Force Master Sergeant (MSgt) Michael B. Feggans (aka Fego) last served as
Superintendent, 71st Healthcare Operations Squadron, 71st Medical Group, Vance AFB, Oklahoma. In
that position, he served as the senior enlisted advisor to the squadron commander on all issues
regarding the health, welfare, morale, and effective utilization of more than 70 active duty, civilian, and
contractor personnel. He also served as the Deputy Chief Information Officer, where he directly oversaw
the completion of various technical issues and ensured the Defense Health Agency’s cybersecurity
policies and procedures were appropriately applied to $10.1M of information technology systems.
Michael was raised for most of his early life in the Kempsville area of Virginia Beach, VA, and entered the
Air Force in August 2001 after graduating from Tallwood High School, where he lettered in football and
track & field. After completing Air Force Basic Military Training, he attended the Health Services
Management apprentice course at Sheppard AFB, TX. His background includes various positions as a
medical records technician, group practice and clinical access manager, expeditionary information
technology instructor, and medical information systems.
He has deployed in support of Operation Enduring Freedom in 2013-14 to the Republic of Kyrgyzstan
and provided deployment support to the Republic of Korea in 2018-19 as the medical Senior Enlisted
Leader for the Gimhae Contingency Hospital project.
He is a recipient of the Meritorious Service Medal, Air Force Commendation Medal with two oak leaf
clusters, Air Force Achievement Medal, Army Achievement Medal, Global War on Terrorism
Expeditionary Medal, Global War on Terrorism Service Medal, and the Korean Defense Service Medal.
Internships include U.S Senator Mark Warner (2012,2015), Secretary of Technology Karen Jackson
(2016), & HD-85 Delegate Alex Askew (2021).
His educational background includes a B.S in Healthcare Administration from Park University, MO
(2010), a Graduate Certificate in Political Science from Virginia Tech, VA (2014), and a M.S in
Cybersecurity from Norfolk State, VA.
Leadership training includes Veterans Campaign training workshop (2015,2020), New Politics Leadership
Academy (2017), & University of Virginia-Weldon Cooper Center, Sorensen Institute for Political
Leadership (2021).
He is currently the CEO and owner of Outerbridge Technical Solutions, which focuses on cybersecurity,
technology, and workforce development consulting and is located in Virginia Beach and lives in Virginia
Beach.
