Access to capital refers to how difficult or simple it is for someone to obtain funds or resources for their business. When starting or running a business, most people want access to capital. Businesses in the United States have access to a variety of funding options. Obtaining funding for a business, on the other hand, can be difficult for anyone, let alone a member of a group that has endured discrimination and bias for decades.
The NSU Innovation Center (NSUIC) and the Small Business Development Council (SBDC) will provide you with information and requirements for acquiring funding, such as grants, debt/loans, equity/investors, and bootstrapping. Additionally, this Access to Capital program will include a non-bank SBA 504 financing program aimed at existing businesses.

Bill Holloran has over 44 years of experience in business and economic development. He currently works as a Consultant/Counselor for Small Business Development Center of Hampton Roads and the Hampton Roads Chamber of Commerce. He is also the owner of a strategic business planning, investment, and consulting firm. He has had successful financial exits and is a member of a regional angel investor network.
Holloran previously worked as the Senior Vice-President for Strategy, Mergers, and Acquisitions, and General Manager for Day & Zimmermann, a $2.2 billion industrial energy conglomerate. He was also a Vice-President for Strategic Planning and stockholder with The Atlantic Group, a $300 million specialty contractor to the electric utility industry. He served as the Executive Director of the Small Business Development Center (SBDC) for 11 years, where he developed and implemented management assistance, international, and financial programs throughout the Hampton Roads region.
Holloran has extensive experience in executive management, growth and expansion, operations, mergers, and acquisitions, technology project management, and raising debt and equity capital, including private equity funding. He has assisted hundreds of small business owners in the Hampton Roads and Eastern Shore region of Virginia and been involved in various economic development and entrepreneurial activities.”
